Position Details

Requirements

• Minimum Bachelor's degree in Civil, Electrical, or Mechanical Engineering (16 years of education) with at least 70% aggregate or equivalent CGPA from an HEC-recognized university
• Preference will be given to candidates with a Master’s degree in Engineering or a related field
• Minimum of 8 years’ experience in project appraisal, particularly on large infrastructure projects involving buildings, pavements, and MEP
• In-depth knowledge of Planning Commission of Pakistan and PEC guidelines, procurement laws, and contract structures (PPRA & FIDIC)
• Strong understanding of project funding, budgeting, and financial planning for large-scale projects
• Excellent project management and leadership skills with the ability to coordinate between different stakeholders
• Ability to manage project proposals, evaluate tenders, and ensure compliance with aviation and infrastructure development standards

Responsibilities

• Oversee the appraisal and evaluation of large-scale infrastructure projects, focusing on airports and aviation infrastructure
• Ensure that all projects adhere to the relevant guidelines, laws, and contract structures, including PPRA and FIDIC
• Develop comprehensive project appraisals, including financial assessments, risk analysis, and feasibility studies
• Work with cross-functional teams to ensure project timelines, budgets, and deliverables are met
• Coordinate with contractors, consultants, and internal stakeholders to manage project progress and resolve issues
• Manage the procurement process for aviation and airport development projects, including tender evaluation and contract negotiations
• Provide expert advice on project planning, risk mitigation, and cost control measures
